The BMC’s planned walk-through aquarium at Byculla Zoo was about halfway complete and being targeted for an early-2027 opening, according to officials quoted on 20 September 2026. The ₹62-crore project remained under construction. The target was an administrative forecast, not confirmation that visitors could already enter the attraction.

What the September progress account described

The Times of India reported two proposed tunnels, measuring 14 metres and 36 metres, with more than 60 aquatic species envisaged. The aquarium would need life-support infrastructure as well as visitor-facing construction. Municipal commissioner Ashwini Bhide reviewed progress, while the eventual admission charge had not been decided in the cited account.

These details show why a percentage-complete statement needs context. A tunnel’s structure, the equipment maintaining its water and the arrangements for living collections are different components. A progress estimate does not certify that all have been tested together or that a public opening has received its final clearance.

The aquarium sits within a broader expansion programme

Mumbai Mirror’s 28 February budget account had described ₹136 crore allocated for the zoo’s wider expansion in 2026–27, compared with ₹44 crore in the preceding year. Its coverage included the aquarium and proposals for additional animal habitats. The wider allocation should not be described as the aquarium’s construction price: the two figures have different scopes.

The February report also said Central Zoo Authority approval would be needed before exotic species were introduced under the expansion proposals. That is a condition attached to those plans, rather than evidence that every proposed animal had already arrived. Earlier forecasts about completion and the species collection should likewise remain forecasts instead of becoming a confirmed inventory.

What remains to be demonstrated before opening

For a publicly funded attraction, completion has both a construction meaning and a service meaning. Residents would need a clear opening notice, access arrangements and admission terms before treating the facility as available. Animal-care and operational readiness matter alongside the finished visitor route.

A useful subsequent administrative account would distinguish the sanctioned project cost, work completed, expenditure incurred and any revised schedule. That would allow readers to assess progress without confusing a budget provision with money already spent or a target month with an enforceable visitor booking date.

The confirmed September development was the reported construction progress and the early-2027 target following civic review. This archive does not certify the aquarium’s readiness, adopt later opening information or promise increased tourism revenue. Byculla Zoo’s public investment is the subject of the report; a projected opening remains conditional until the authority announces and delivers it.
