# SIR, Form 6 and ECINet explained: what voters should check

SIR means Special Intensive Revision of electoral rolls. The political dispute surrounding CEC Gyanesh Kumar concerns how voter lists are checked and changed, including the use of Form 6 and ECINet. For an individual voter, the immediate task is more specific: verify the current roll entry and use the appropriate official procedure if it is missing or wrong.

## What is disputed, and what is established?

The opposition has alleged that the revision process excluded eligible voters and questioned aspects of the Commission’s decision-making and technology. These claims were among the issues raised around the 31 October symbolic hearing. They should be attributed to the leaders making them, rather than presented as a completed independent audit of the electoral rolls.

A large headline figure can conceal important distinctions. Deceased voters, people who have moved, duplicate entries, pending verification cases and eligible electors wrongly excluded are not interchangeable categories. To assess a national claim, readers need the source dataset, its date, the definitions used and whether draft changes or final decisions are being counted.

## What has the Election Commission said?

In its 26 September press note, the Commission said the SIR orders it described had unanimous approval. It also described ECINet as a system with role-based access and announced a review of its compliance with the applicable laws and rules. The note said documents collected by Booth Level Officers would be uploaded for decisions by Electoral Registration Officers.

The Indian Express separately reported the Commission’s Supreme Court affidavit defending SIR and its decision-making. These are the Commission’s stated positions. They should not be described as a court having independently verified every individual deletion or every political allegation.

## Why the registration officer matters

An application, a field verification and an order on an electoral-roll entry are distinct stages. A digital platform can carry information, but readers assessing a contested case should still ask which authorised officer made the decision and what record explains it. A screenshot of a portal status may be useful evidence; it does not necessarily contain the complete reasoning or procedural history.

Sections 22 and 23 of the Representation of the People Act, 1950 address correction and inclusion of entries. Section 22 includes hearing protections for specified proposed changes, while section 24 provides an appeal framework. Deadlines and the correct authority depend on the applicable process and the order involved. A political meeting does not replace those statutory routes.

## How to check your name in the electoral roll

Start with the Election Commission’s official electoral search service, linked from its registration FAQ. Check the entry for your current constituency and polling details. If you find a discrepancy, retain the date of the search and any relevant official acknowledgement or notice. Avoid publishing documents containing identity numbers or other unnecessary personal information on social media.

The ECI identifies Form 6 for new voter registration, Form 7 for objections or deletion requests, and Form 8 for shifting residence, corrections, replacement of the voter card or marking disability status. Existing voters changing residence should use the current Form 8 guidance rather than rely on an old web page mentioning a discontinued form. The official forms dashboard is the best starting point for the available application route.

## What if your entry is missing or a notice arrives?

Contact the relevant Electoral Registration Officer or Booth Level Officer and check the current state-specific notice and schedule. Preserve the application reference and any written decision. The ECI’s public registration guidance lists 1950 as a voter assistance number. Do not assume that the dates mentioned for one state or one revision phase apply everywhere.

An allegation in the news cannot establish the status of your individual record. Equally, a general institutional assurance cannot answer a documented error in a particular entry. The useful next step is a traceable case: the entry, the application, the notice, the officer’s decision and any available review or appeal.
