# BMC committee confronts ₹65.31-crore liability in decades-old sewage consultancy dispute

**Archive report · 2026-09-16**

Mumbai’s Standing Committee confronted a reported ₹65.31-crore payment liability on 15 September 2026 after a long arbitration battle over a sewage-consultancy contract. The original agreement dated to 1995 and was reported at about ₹14 crore. Committee members sought an inquiry into how the dispute and delay had produced the much larger financial burden.

## A completed assignment, followed by a prolonged dispute

The Times of India traced the contract to R. V. Anderson and PHE Consultants and reported that the assignment was completed in June 2001. It said the work’s quality was not the issue in dispute. Its account followed the matter through arbitration and subsequent court proceedings rather than describing an unfinished sewage project.

The Bombay High Court’s 4 July 2025 judgment, reproduced by Indian Kanoon, records the agreement and completion chronology. It also records that the quantity and quality of work were not disputed. That is an important limit on the story: the financial dispute should not be turned into an unsupported claim that the consultants delivered defective work.

## Why the amount grew

The Free Press Journal’s 15 September report described the liability after years of litigation, including interest and the effect of the prolonged payment dispute. It reported a Supreme Court deadline in September and the committee’s demand for an inquiry. The final sum is not simply the original contract price multiplied by a new rate for additional work.

The Times of India separately described the committee approving payment and seeking an inquiry report within 15 days. A request for an inquiry signals concern and a need to establish responsibility. It is not an inquiry finding, nor does it establish personal misconduct by any named official.

## The accountability issue is the decision trail

To understand a case of this age, readers need more than a comparison of the first contract value and the last payment figure. The significant records are when invoices became due, what objections were raised, what the tribunal awarded and why later challenges were pursued. Those stages distinguish contractual disagreement from the additional cost of delay.

The committee’s proposed review could also examine how advice on appeals was assessed and how the corporation monitored exposure as the dispute continued. Such scrutiny should be anchored in the documents and the decisions made at the time. This report does not decide that an appeal was improper merely because it eventually failed.

The confirmed September development was the payment issue returning to elected civic scrutiny after a lengthy legal process. The archive does not claim that the requested inquiry had already concluded or that a particular person had been held responsible.

## Quick answers

### Was this a new 2026 consultancy contract?

No. The dispute concerned an agreement dating to 1995.

### Was defective work established?

No. The cited court judgment records that quality and quantity were not disputed.

### Did the committee’s inquiry request establish misconduct?

No. A request to investigate is separate from a completed finding.
